When you own a home in Queensland, going solar is almost a no-brainer. Rooftop solar panels slash electricity bills, boost property value, and pay themselves off in just a few years. But if you rent? Tough luck. For years, renters have watched their neighbours enjoy cheap solar energy while they keep facing rising electricity costs. The reason is simple: landlords pay for the system, but tenants get the benefit. This “split-incentive” has kept renters locked out of one of Australia’s biggest cost-saving technologies.

Queensland’s upcoming Supercharged Solar for Renters program aims to change that. For the first time, the state government will directly incentivise solar for rental properties, making it easier for landlords to install solar and for tenants to finally access the savings. The program isn’t live yet, but it represents one of the most important shifts in the solar market in years, because renters have been left behind for far too long.

Why renters have been shut out of solar

Solar has exploded across Australia, but almost all of that growth has happened in owner-occupied homes. Renters face a unique set of barriers:

  • They don’t own the roof, so they generally can’t or won’t install solar themselves.
  • Landlords have no obligation to install it.
  • Even if a landlord is interested, they pay the upfront cost, while the tenant gets the bill savings.
  • There’s no simple mechanism to split benefits fairly.

As a result, millions of Australians, often in lower-income households, have had no access to solar. It is one of the most unfair gaps in our energy system. Homeowners who are already better off get rewarded with lower bills, while renters are stuck paying full price for power.

To make matters worse, Australia has some of the highest rooftop solar uptake in the world. So renters are surrounded by solar panels they can’t benefit from. It’s like being invited to the party, but not allowed inside.

The perfect storm: rising bills and stagnant rental standards

Renters are more exposed to cost-of-living pressures. They often live in older, less efficient homes with poor insulation or outdated appliances. Electricity bills make a huge dent in the household budget. As energy prices climb, renters feel it first and hardest.

Meanwhile, there have been few meaningful policies to improve rental energy performance. Minimum energy standards are only just beginning to be discussed. Until now, rooftop solar has been a luxury item for rental properties; installed only when a landlord was unusually generous or wanted a higher-end listing.

The market failed to fix the problem. So the Queensland Government is stepping in.

What Supercharged Solar for Renters aims to do

The program is designed with one clear mission: to make solar viable for rental properties by removing the financial barrier for landlords and delivering bill savings to tenants.

While full details are still to come, here’s what the program aims to achieve:

1. Incentivise landlords to install solar

The state will provide a rebate (expected to be up to $3,500) to help cover the cost of installing a rooftop solar system. This significantly reduces the financial risk for landlords.

2. Ensure renters benefit

To access the rebate, there must be an existing tenancy agreement. This prevents landlords from installing solar on empty properties just for future value. The immediate tenant must benefit from the bill savings.

3. Tackle cost-of-living pressures

Renters could save hundreds per year on electricity. Early program modelling suggests up to $700 per year in bill savings; real money that goes back into household budgets.

4. Improve energy equity

Solar shouldn’t just be for homeowners. This program brings renewable energy into the rental market, making clean energy more accessible and fairer.

5. Support Queensland’s renewable targets

Rental homes are one of the last untapped solar frontiers. Increasing uptake not only helps individual households but also helps the state hit its energy transition goals.

How the program bridges the “split-incentive” problem

For decades, solar didn’t work in rental properties because the financial benefits were lopsided. This scheme attempts to rebalance the equation.

  • The government covers part of the installation cost for the landlord.
  • The tenant receives the bill savings.

Does it stack with the federal STC (solar rebate)?

Yes. Based on how state rebates normally work, the Supercharged Solar for Renters program appears to be in addition to the federal Small-scale Technology Certificate (STC) incentive.

Here’s why that matters:

  • STCs already reduce the upfront cost of a solar system, sometimes by several thousand dollars.
  • The new Queensland rebate can then be applied after STCs, further cutting costs.
  • This means landlords could install solar at a fraction of the normal price.
  • The cheaper it is to install, the more likely landlords will participate.
