Arizona governor signs executive order in support of solar development

Arizona Gov. Katie Hobbs signed an executive order in September establishing the state’s commitment to renewable energy growth in the face of unprecedented federal backlash. The order establishes a task force to facilitate large-scale energy growth and speed permitting to address rapidly increasing electricity demand.
Public Utilities Commission of Nevada approves shift to 15-minute netting

Nevada’s utility commission approved a proposal by Nevada Power Company and Sierra Pacific Power that shifts to 15-minute netting for solar owners and adds mandatory demand charges to all customers. Instead of balancing solar production against usage over a full month, customers will now only get credit for excess energy within each 15-minute window, according to Solar United Neighbors.
California advances bills to remove tax on IRA solar benefits, form new electricity market

California legislators advanced a few impactful bills for the solar market before ending its 2025 legislative session. One bill already signed into law by Gov. Gavin Newsom creates a West-wide regional electricity market, which will allow California to sell renewable energy to other states. Another bill still awaiting Newsom’s action would remove state taxes on IRA solar projects and be retroactive to tax year 2023.
Massachusetts issues final SMART 3.0 regulations, sets solar incentive capacity for 2025

The Massachusetts Dept. of Energy Resources issued final regulations for its SMART 3.0 program, including plans to reassess incentives and capacity annually. SEIA commended the plan for responding to market conditions on an annual basis, rather than keeping the former rigid pricing structure intact.
Wisconsin Republicans introduce bill to start community solar program

Two Republican legislators recently introduced a bill to enable a community solar program in Wisconsin. The bill would also give local municipalities and towns control over siting and approval for solar projects in their jurisdictions, responsibilities that currently reside with the state’s Public Service Commission.
Clean energy jobs grew 3x faster than rest of U.S. economy in 2024

Clean energy jobs grew more than three-times faster than the rest of the U.S. economy in 2024, adding almost 100,000 new jobs, according to a new report. Although the growth was significant, it was the slowest pace since 2020 due to federal policy changes and overall job market slowing.
U.S. on track to lose 55 GW of new solar by 2030

The latest “U.S. Solar Market Insight” report from SEIA warns that new anti-solar federal policies put the United States at risk of losing 44 GW of solar deployment by 2030, an 18% decline. Near-term deployment is bolstered by projects already underway, a rush to meet tax credit deadlines and rising demand for power.
